中国电子科技集团公司第三十八研究所（华东电子工程研究所），始建于1965年，是军品民品并举、研发生产一体的高科技、集团型研究所。三十八所拥有国家级集成电路设计中心、俄罗斯新技术研发中心、中电科技集团公司浮空平台研发中心、安徽省汽车电子工程研究中心、公共安全应急信息技术省级重点实验室、北斗卫星导航技术省级实验室、两个博士后科研工作站，正在筹建中国国家气象局大气探测技术研究中心、公共安全信息技术研究院（与中国科技大学共建）。四十多年来，共取得1500多项科技成果，其中国家级、省部级科技进步奖97项，多项成果填补国内空白、居于国际领先地位。拥有四创电子股份有限公司（中国雷达第一股，600990）、华耀电子工业有限公司、中日合资华耀田村股份公司三家产业化公司。
38所拥有设计、制造、测试、集成、试验等发展信息产业的完整平台，先后成功研制出我国第一部国土防空三坐标雷达、第一部全相参脉冲多普勒天气雷达、第一部数字波束形成三坐标雷达。经过多年的沉淀积累，在地面雷达技术、合成孔径成像雷达技术、新体制雷达技术、浮空平台系统等方面形成了具有国际先进水平的核心技术，业务领域已涵盖信息装备研发制造、信息技术服务、信息装备浮空平台三大战略领域。

Founded in 1965, China Electronics Technology Group Corporation No.38 Research Institute (East China Research Institute of Electronic Engineering), is a hi-tech group research institute, integrating the research, development and manufacturing of military and civil products. The 38th Research Institute owns National Integrated Circuit Design Center, Russian New Technology Research and Development Center, Floating Platform Research and Development Center for China Electronics Technology Group Corporation, Anhui Automotive Electronic Engineering Research Center, Provincial Key Laboratory for Public Security Emergency Information Technology, Provincial Laboratory for Beidou Satellite Navigation Technology and two post-doctoral scientific research stations. It is planning to build Atmospheric Observation Technology Research Center for China Meteorological Administration and Public Security Information Technology Institute (jointly built with University of Science and Technology of China). Over the past 40 years, it has obtained more than 1500 scientific and technological achievements in total, including 97 national, provincial and ministerial prizes for progress in science and technology. Many achievements fill the domestic blank and take the leading place in the world. It owns three industrialized companies, which are respectively Anhui Sun Create Electronics Co., Ltd. (the first share of radar in China, stock code 600990), ECU Electronics Industrial Co., Ltd., and China-Japan Joint Venture ECU-Tamura Electric Co., Ltd.
The 38th Research Institute has a complete platform for developing information industry, such as design, manufacture, test, integration and experiment, etc. It successively develops the first three-dimensional radar for national air defense, the first coherent pulse Doppler weather radar, the first digital beam forming three-dimensional radar in China successfully. With many years of experience in study, it has mastered the core technology with international advanced level in respect of ground radar technology, synthetic aperture imaging radar technology, new system radar technology and floating platform system, etc. Its business scope covers three strategic fields, which are respectively research, development and manufacture of information equipment, information technology service, and floating platform for information equipment.
“Strengthen and expand civil products, and achieve national prominence”. Through resource scheduling and collectivized management, the 38th Research Institute successfully achieves continuous, harmonious and substantial collectivized and industrialized development by taking Electronic Information Industry Park as integration platform and overseas research center as innovation platform, so as to make the total income of the whole institute always kept at a growth rate of 30% It has made great contributions to national economic construction, and becomes an advanced representative of hi-tech enterprises in Anhui Province.
